Character creation is right out of the book with some extras here and there.
You can play a character made from:

Kindred of the Ebony Kingdom
Vampire: The Masquerade
Werewolf: The Apocalypse
Changeling: The Dreaming
As well as you can take an idea from the races section or work with me on something unique and different.
Creation goes as follows
Attributes: 7/5/3
Abilities: 13/9/5
Virtues: 7
Powers: As Per book or 4
Willpower based on courage (or based on tribe)
5 Backgrounds
Up to 7 points in Flaws (from any book as long as its appropriate)
Spend 20 Free-bs
~Willpower 1:1
~Tempers cost As per the book or XP - equivalent for races other than human
